PET Preforms for Packaged Drinking Water: Standards and Best Practices
Packaged drinking water has specific preform needs — food-grade PET, the right neck finish and grammage, and BIS compliance. Here's what water plants should know.
Packaged drinking water is one of the largest and fastest-growing uses of PET in India, and it has particular demands. The water inside is simple, but the packaging around it must be safe, consistent and compliant. This guide covers what water plants should know when specifying PET preforms.
Start with food-grade virgin PET
For drinking water, the preform must be made from food-grade virgin PET. This is non-negotiable: the packaging is in direct, prolonged contact with a product people consume. Food-grade virgin resin ensures clarity, safety and consistency, without the contamination risk of blended or reground material.

Choosing the right neck finish
Two neck finishes dominate packaged water in India:
- 28mm 3-Start (Alaska) — a versatile, widely used water finish. Its three-start thread gives fast, secure capping.
- 28mm BPF — another common water finish; the right choice depends on your closures.

Matching grammage to bottle size
Water bottles span a wide range, and each size has a suitable preform weight. Our Alaska 28mm preform range illustrates the typical ladder:

Compliance: BIS and food safety
Packaged drinking water in India is a regulated product. A few things water plants should be aware of (always verify the current requirements with the official sources, as standards are periodically updated):
- BIS certification. Packaged drinking water falls under mandatory BIS certification — commonly IS 14543 for packaged drinking water (and IS 13428 for packaged natural mineral water). The finished product carries the ISI mark.
- Food-grade packaging. Packaging materials in food contact are covered by the Food Safety and Standards (Packaging) Regulations under FSSAI, and PET is a permitted food-contact material when food-grade. See our FSSAI food-grade overview.
- Documentation. Keep records of your preform's food-grade resin and specifications; these support your own compliance and audits.
Your preform supplier should be able to confirm that the material is food-grade and provide the specifications you need for your records.
Best practices for water plants
- Insist on food-grade virgin resin and ask for it in writing.
- Standardise your neck finish across lines to simplify caps and spares.
- Right-size grammage to each bottle — don't over-spec (wasteful) or under-spec (unstable bottles).
- Demand batch consistency. Consistent weight and neck dimensions mean reliable capping and predictable blowing. Variability causes leaks and rejects.
- Check clarity. Water buyers expect crystal-clear bottles; hazy or cloudy preforms signal a resin, drying or cooling problem — see common defects.

Colour and branding
Most water is packaged in crystal-clear PET, but a light blue tint is popular for shelf appeal and is easy to achieve with masterbatch. Custom tints let you differentiate on shelf without changing the material.
